The Viksit Bharat Shiksha Adhishthan Bill has drawn sharp criticism from the Indian National Congress, which termed it a “constitutional overreach” that could weaken India’s federal structure.
Concerns Over Federal Structure
Senior Congress leader Jairam Ramesh said the proposed law undermines the division of powers between the Centre and states. He argued that education-related legislation, especially universities, falls within the domain of state governments, and the bill violates this balance.
Lack of Consultation and Centralisation
The party also flagged the absence of consultation with state governments while drafting the bill. It warned that the move may centralise control over higher education, reducing the role of states and academic institutions.

Congress leaders and other critics believe the bill could erode institutional independence. The proposed framework replaces existing bodies like UGC and creates a centralised regulator, raising fears of bureaucratic control over universities.
